IFAB 2020/2021 Laws of the Game - Changes & Clarifications

A number of changes to the Laws of the Game for 2020/2021 were approved; the exact wording is in the document available for download below.

All changes are compulsory for competitions and matches as from 1 June 2020, although competitions which start before that date may implement them earlier or delay their implementation until no later than the start of the next competition.

The International Football Association Board (IFAB) members were pleased that the changes to the Laws of the Game for 2019/20 – particularly with regard to the goal kick, the substitution procedure, the use of red cards(RCs) and yellow cards (YCs) for team officials, and no attackers being allowed in the defensive wall – have had such a positive impact on the game at all levels.

IFAB 2020/2021 Laws of the Game & Laws of the Game App

The 2020/2021 edition of the Laws of the Game comes into force as of June 1, 2020, but competitions suspended because of COVID-19 have the option of completing the competition using the Laws of the Game 2019/20 or 2020/21, even if the restart is after 1 June 2020.

All 2020 Licensing Courses Are Now Closed

The 2020 licensing courses in the U.S. Soccer Learning Center for all referee areas are now closed. This includes all levels of assignors, instructors and assessors as well as all levels of referees.

Information on the 2021 certification and licensing courses will be announced soon.

If you did not complete your coursework for 2020 certification and seek to become certified for 2021, once licensing courses are announced, you may contact the State Administrator to discover which completed modules may be used for the 2021 certification requirements.
